More specifically, PDC specializes in rural economic development, assisting secondary and tertiary markets throughout the state with visioning, planning, funding, real estate/infrastructure financing, entitlement, development feasibility, and public outreach. PDC is a leader in public-private partnerships and is considered an expert throughout Colorado in Urban Renewal and Tax Increment Financing.

Founded in December 2022 by Andrew and Alyssa Arnold, PDC is a new small business that brings years of experience to complex development and redevelopment projects. Andrew Arnold, AICP
Founder and Principal
Andrew applies a unique perspective to development by bridging the gap between urban planning, economics and real estate finance. This perspective allows PDC to identify feasible solutions for projects that also bring about community benefits. Andrew tailored this approach at Cornell University, where he earned his bachelors and Masters degrees in City and Regional Planning with a concentration on Real Estate Finance. After University, Andrew worked for a national engineering firm and led Economic Development projects throughout their West Region. Since founding PDC in 2022, Andrew has leveraged this experience to help guide communities and developers across the U.S. to achieve feasible development outcomes.
Alyssa Arnold
Founder and Chief Operations Officer
Alyssa is the Co-Founder and Chief Operations Officer of Pioneer Development Company (PDC). She specializes in project management and software implementation. Alyssa received her bachelors degree from Cornell University in Biology and Society, where she first discovered her passion for the intersection between health, society, and technology. Prior to founding PDC, Alyssa worked as a Senior Manager for a technology company that helps municipalities across the country digitalize business licensing and automate tax collection through custom software. With a keen understanding of the challenges faced by local governments, Alyssa is dedicated to developing solutions to empower communities.
